House owner cheating and raised Uterine problem to my mother

Family members
DK Sridhar – first son.

I’m Sridhar and I want share daily problem faced by mother. 13Feb2016 we got a leased house with 2 years agreement with Mr.Subash (house owner).

Initial time he was handed over the leased house without painting,low pressure water on every where and with out paid electricity.

He promised with in 2 days he will start maintenance work and water connection. I accepted and he leaved on 13,Feb 2017.that is the day I was seen him last.

After that he was not properly responded our request via phone call.
Now days passed almost 1 year 6 month still water motor is not running with out emitting water with high electricity bill.

If I asked to repair the water motor he order as to pay the amount.
Home door on both entrance and back step was too much damaged.

If I asked this kind of request he replied “I’m planning to sell this house and if you want repair do it your self and don’t argument with me”.

Due to this many issue my mother taking out side water and now she was recently severely Uterine down syndrome problem and unable to do normal work with too much of pain.

Whenever asking about he is promises he replied rouged mannerand black mailed.

Still now I don’t have any idea to resolve this.
Kindly takes necessary action against this kind of cheater & blackmailer.
