Reliance Communications – unable to get UPC for reliance prepaid

For the last 3-4 days , I am trying to get UPC code by sending message to 1900. But each time getting “Your request could not be processed please try after some time”. I want to change Reliance GSM service provider to the Idea postpaid but after communicating with customer care also the same is not resolved. Customer care executive confirmed that issue has been resolved but still it is not. In fact for 1 whole day my number was blocked & I couldn’t able to get connected to customer care. I has to use my different number for the same purpose. By sending atleast 15 messages to get UPC code, I had been already charged so much but still no update. Please Help me to get out of this Problem. This kind of behavior from the Service Provider increases the anger quotient and hosts a negative advertisement toward the provider.
