Soccerxp – Refund of USD 63 pending since 8 weeks

I ordered a 2015 Adidas Predator Absolado Instinct TF Black Red White Shoe on Soccerxp, a Chinese site on 19 April 2015. Before placing my order with them, I had asked them if Delivery charge would be payable by me. The had confirmed that shipping was free. I placed the order and soon received a mail asking me to pay USD 19 as delivery charge. I refused on 09th May and asked for a refund. They replied that if I thought USD 19 was too much would I be willing to pay USD 15 instead. I informed them that I had a limited budget and asked for a refund. They said refund would take 4-7 weeks which I had no choice but to accept. Even after this, they said that they would ship by air post which would take 30-45 days. I refused and again requested for refund. This was on 15th May 2015. On 07 June 2015, they confirmed that the are processing the refund.
After this I have written 3 mails on 10 June, 04th July and 12th July but I do not get them to respond nor are they making the refund.
I am disappointed with the way Soccerxp has handled my grievance.
Please can you help?!
