Hello Sir/Mam,

I have ordered one shoes from a Online Instagram page on 15th of Nov. 2017 and made a payment through Paytm to ensure my product as Cash On Delivery was not available. After receiving payment seller made a commitment that product will be deliver soon and he will also sent a delivery Receipt for the product for tracking. Now, he blocked my number and stop replied me on every social media.
Can i know under which section i can stand against him for my Product refund.
