Sree Devi Digital Systems Pvt Ltd. – improper customer service and rude behaviour of the cabel operator

Dear Sir/Madam, I am Bandaru Satyanarayana Murthy. I reside at seetamdhara, visakhapatnam. I got a digital set top box installed at my house on 28-8-13 by paying 1650/-. After that until 24-11-13, none of the service provider has turned up to either collect monthly bill or even for any queries. I have called several times regarding a disturbing sound from the set top box, but there was no answer nor any availability of them. Later on 24th November when the cabel person came to collect the bill, I have mentioned him about my problem in the set top box. He denied saying his technician would come to look into the matterand he asked me to call them. To which I said I have made several attempts and there is no response. But still he was adamant and started yelling after all for 50rs you are asking us too much service. I was shocked by his answer and asked him ignorant he could see what’s the problem either the set top box. He came inside and checked and noticed the sound from the set top box and he was switching my Sony DVD players wire with the setup box…I asked him why is he doing like that.to which he said he’s just checking. But followingly the disturb8bg sound stopped. He said work is done. But I questioned him it’s my sony DVDs wire and that he should replace the setup box wire if the problem is with the wire of setupbox…to which he started shouting at me that if you want to replace then pay money for another setup box and then he will replace…and get left my place by not even collecting the bill amount. But later I noticed that he has also disconnected the connection of my setup box without any intimation. But my point is According to Telecom Regulatory Authority of India Q 6. What are the terms and conditions for return of STB? A. The cable operator should prescribe the terms and conditions for return of STB, at the time of subscription of the service, acquired under outright purchase, rental and hire-purchase schemes at the time of subscription. The following are the rules regarding return of STB:- • The cable operator should refund the security deposit(if any), after adjusting the dues, if any. • In the case of the consumer shifting his premises within the service area of cable operator, he shall be given a transfer voucher for provisioning of a new STB on the same terms and conditions at the new address. • If the consumer is not satisfied with the services provided by the cable operator, the consumer shall be free to opt out and the cable operator shall allow the consumer to surrender the STB after making deductions in accordance with the conditions specified to the consumer at the time of purchasing of the STB, however such deductions shall not exceed 25% for each half year or part of it. Example: If a STB price was Rs. 2000 at the time of purchase. And the consumers returns the STB after 1 year but before 1.5 years then the amount deducted cannot exceed Rs. 1500/-. Q 9. What if my STB goes faulty? A. The cable operator must give a minimum warranty of one year on Set Top Box acquired by a consumer on outright purchase basis and consumer is not required to pay any charge towards repair and maintenance of the Set Top Box during the period of warranty, including visiting charges of the person deputed by the operator for repair or maintenance. In case of STB acquired under hire purchase scheme or on rental scheme the consumer is not required to pay any charge towards repair and maintenance of the Set Top Box during the period of hire purchase or rental. In my opinion there should be a clause of revocability of their license issued by the ministry of I & B approval to them for their negligence and rude behaviour and improper customer service.
