Indian Railway – Due to problem in website of IRCTC Tatatkal Ticket booked 3 times.

Today on dt. 21-10-17 i want to book a tatkal ticket fro bhopal to Balharshah. at 10.00 AM when i want to open irctc website, site is not opened and some massage comes. but after some time i booked a ticket vide transaction ID 100001021775480 and PNR No.2718713950. but no sms is received nor the ticket booked history shows that any ticket is booked till 10 minuits i have checked many times booked ticket histry. so i booked again a ticket, and one time transaction is failed. 2 nd transaction ID is 100001021775649 and PNR No.2237958333.
After that i have called to consumer care on No.011-3934-0000 but they replied that refund of tatkall booked ticket is not refundable. But I want to say that this is due to IRCTC web site,s fault not mine so i request that a tatkal ticket may be cancelled and the amount of the same may be transferred to my bank account.
