IRCTC/Indian Railway – Poor service on Premium trains

I (Gopala Sarma) was travelled in premium train no. 00852 (in AC-II tier) from Yeshwantapur to Visakhapatnam on 19/06/2014. It was scheduled at 23:55 on 19/06/2014 but it was delayed by 2hrs in departure. The coach AC-II tier was in very bad condition created very noisy sounds throughout journey. Hot air and dust is coming from out side through gap of emergency window at my berth (34) was located. No one took responsible for keep the coach in clean condition. It was a very horrible journey in my life. My all scheduled activities/works were totally disturbed and I could not recover from that to the next day. The train fare was dynamic, not allowed for cancellation and can be booked end to end only. The fare was almost nearer to fare of flight for that same distance. I realised that I was cheated by Indian Railway/IRCTC. It was totally unfair & injustice on their part. Please take the necessary/needful action.

One more interesting thing was shared by another passenger that In one of the coach (not mine) no water is available.
