individual – Connection not provided since 48 days !!!!!!

I was applied connection on 30th November said that , the connection will be available within 5 working days . Still 48 days they are not able to provide connection . One of the reason they said was flood. but even back the normal situation now , there is no proper response. Called toll free number about 5 times all the time the response is will get date from Technical team. They started disconnecting the call , even keeping idle by mute from their end. Fed up .
