Apple – Not able to reset the screen lock of Iphone-4

I am using iphone-4 but suddenly it gets locked and now I don’t reset the screen password. When I tried to reset the password, a “phone disable” message is shown again and again. And for this assistance service centre charge 1500 rupees. So what can I do???
